Greater Shankill Partnership Board

The Greater Shankill Partnership Company Limited is a company limited by guarantee incorporated in 1995 and registered as a charity for tax purposes with the Inland Revenue, Charity Number XR2 1072.

The Company is governed by a Board of Directors who set Company policy.

The Board consists of 22 Directors from various sectors representing the partnership nature of the Company, namely community, councillor and private sector representatives and observers from public agencies.

Tom Scott OBE

Born and brought up in Woodvale, Tom retired a few years ago as a senior civil servant.  He has strong links to the area through St. Matthew's Church and West Belfast Scouts.  He was recently appointed Chair of the Ulster Scots Agency and the Belfast Activity Centre.

Community & Voluntary Sector

Betty Carlisle MBE Shankill Women's Centre
Awarded an MBE in the Queen's New Year's Honours List, Betty is Woodvale born and bred.  She heads up the Shankill Women's Centre and represents women's issues on the Board.
Canon Barry Dodds Shankill Ministry Fellowship
Barry has been Minister in St. Michael’s Church for 25 years and was recently appointed as a Church of Ireland Arch Deacon. He represents churches in Greater Shankill on the Board.
Billy Drummond Woodvale Community Initiative
Billy is a local man who lives and works in the area. He is a Manager in Shankill Alternatives and Chair of the Greater Shankill Community Safety Network. He represents the Woodvale area on the Board.
Ian McLaughlin Housing & Community Network
Ian was recently appointed to the Board. He works for Lower Shankill Community Association and has a special interest in social housing. He represents housing interests on the Board.
Tommy Latimer Lower Shankill Network
Tommy works with New Life Fellowship in Northumberland Street. He represents Lower Shankill on the Board.
Terry Leathem School Principals Forum
Terry is Principal of Glenwood Primary School. He represents educational interests on the Board, as Chair of the Principal’s Forum.
Ray Palmer Greater Shankill Sports Forum
Ray is on the Committee of Woodvale Cricket Club and represents sports interests on the Board on behalf of the Sports Forum.
Joe Stewart Mid Shankill
Joe is a founding member of the Partnership and its longest serving community representative. He is Chair of Tudor Residents Association and has worked for 35 years with Impact Training (formerly Crumlin Road Opportunities). He is a member of Spectrum’s Board.
Tom Winstone Greater Shankill Alternatives
Tom originally represented Woodvale on the Board. He is Chair of the Partnership’s Greater Shankill Property Development Company which owns the Spectrum Centre and represents special interests on the Board.

Individual Directors

Drennan McBride Argyle Business Centre
Recently appointed, Drennan is Chair of Argyle Business Centre and represents local business interests on the Board. He formerly worked for Belfast City Council’s Community Services Department.
Carol Philips Bombardier
Carol is head of Human Resources in Shorts Bombardier. She has served on the Board for 10 years representing the Private Sector. A member of the Greater Shankill Task Force, Carol is a lead player in the West Belfast / Greater Shankill Employer’s Forum and a member of the Employment Services Board.
Jackie Pollock Unite the Union
Jackie is a full-time official with Unite, and represents trade unions on the Board. A local man, Jackie has a long history of voluntary involvement with soccer interests in the Greater Shankill, currently with Shankill United.

Elected Representatives - Councillors

William Humphrey MLA DUP
William is a MLA for North Belfast and serves on the Board as a Councillor for Court Ward. He recently served as Deputy Lord Mayor.
Brian Kingston DUP
Brian joined the Board in 2010 as a Councillor for Court Ward. He is a former Editor of the Shankill Mirror.
Lee Reynolds DUP
Lee has been recently co-opted to Belfast City Council, replacing Ian Crozier for Oldpark Ward. He formerly worked for the Northern Ireland-wide Community Convention Development Company.
Frank McCoubrey Independent
Frank is now the second longest serving Councillor in Court Ward and is a former Deputy Lord Mayor and High Sherriff of Belfast.
Gareth McKee DUP
Gareth has recently joined the Board at as a Councillor for Oldpark Ward. He serves on the Development and Health & Environmental Services Committees in Belfast City Council.
Hugh Smyth OBE PUP
Hughie is a founder member of the Greater Shankill Partnership Co. Ltd. And is Belfast’s longest serving Councillor. He is a former Lord Mayor and was elected to previous Assembly’s.
Naomi Thompson DUP
Naomi is a recent appointee to the Board by Belfast City Council as a Councillor for Court Ward. She serves on the Health and Parks & Leisure Committees in Belfast City Council.

Brian is a Senior Manager in the Belfast Health Trust and has served on the Board for the past 10 years.
Gayle Green NI Housing Executive
Gayle is a senior officer for District 5 in the Northern Ireland Housing Executive and recently replaced Gordon Reilly, MBE on the Board.
Michael McAvoy BRO / DSD
Michael is a Deputy Director in the Belfast Regeneration Office and is responsible for Greater Shankill and North Belfast.
